In
1970, because of the Myanmar Communist Party incite Pa-O resistance split up
two group’s one is called (SSNPLO Red Pa-O) this group in practice Communist
system and remain one is called (SSNPLO white Pa-O) this group is practice
Democracy system. The Pa-O people are got in trouble between both Pa-O National
soldiers. The White Pa-O army renamed the Pa-Oh National Organization (PNO), in
1976. The PNO establish a customs post opposite Mae Aww region, near the
Thai-Border.
They collect taxes on contraband goods that are being smuggled
across the border. 1984 Khun Sa, the drug lord, capture the PNO camp, and
controls virtually the entire eastern Shan State. For this reason, several
dozen of villages in three villages near the border flee into Thailand. During
1990-1996, the Khun Sa Army and Wa Army (UWSA) heavy fighting for land. At the
same time, both to two groups collected soldiers and taxes. The Khun Sa Army
order to cultivat opium around in his areas and continue to trade in opium to
make his Army stronghold. The people flee into Thailand to escape collecting
soldiers and conflict-zone. The Pa-O and other ethnic spread across to
Thailand, result by recruit new members and forced labor. In 1996, the Khun Sa
Army handout their weapons. But the opium (heritage of Khun Sa) is spreads out
in Shan State. After the Khun Sa Army signs peace SPDC settle in there. The
SPDC was using villages as victim, potter and making torture. The SPDC have
been abusing human rights from a long times. The Pa-O people were faced with
another political repression under the military regime.
After
a short time, Ywet Seit (who was participated in Khun Sa Army) and members
established Shan State Army (SSA) and goes on the offensive against, in 1997.
SSA and Ho Meung Development Army (SSS) collect taxes, recruit new members and
forced labor. Therefore, a large number of villagers moved and built new
settlement. Sever human rights abuses and forced labors are very common in
Burma. Some are not able to move and stay around the forest as internally
displaced people (IDP). They are very poor for food, health care and no
education. Furthermore they are subject to torture.
However,
the Pa-O and other ethnic had suffered from civil war for long time. The Pa-O
people and other ethnic faced hardship to survive on their native land under
the military and cease-fire groups oppress rules. What happened in Burma, the
Pa-O people are being victims of the civil war, recruited new member, extra
judicial killing and taxes by offensive against and the military. The SPDC is
abusing kinds of human rights abuses such as forced labor, forced relocation,
rape and violence etc. There is no security for ladies and girls. They are less
fortunate. The people’s social skill, medical care and further educational are
very poor situation under the military government. To cure the situation of
those, the Pa-O people are enter to Thailand and try to promote their social
system. Some Pa-O people are setting down in northern Thailand. Approximately,
100,000 of the Pa-O people are living in Thailand as migrant’s worker.
